Utah Valley University (UVU) is one of the largest public universities in Utah, serving more than 46,000 students. With over 8,000 parking spaces spread across campus, UVU’s Parking Services team is dedicated to improving accessibility, efficiency, and the overall commuter experience.
Doug Loehr, Systems Administrator for Parking Services, has worked at UVU for over a decade and brings more than 16 years of parking industry experience. With a background in operations, IT, and a strong operator-focused mindset, Doug has helped UVU successfully transition through multiple generations of parking technology.
The Challenge
UVU faced several pressing challenges with its legacy parking systems:
- Aging Meter Infrastructure: The university’s meters, installed over a decade earlier, were failing. With outdated technology, costly replacement parts, and limited life expectancy, UVU needed a more reliable and modern solution.
- Inefficient Payment Processes: Former payment solution had limited functionality and lack of validation code support led to frustration. Students wanted simpler, faster ways to pay.
- Space Utilization Issues: Despite having 8,000+ stalls, UVU often heard complaints of a “parking problem.” In reality, more than 1,000 spaces sat empty while high-demand lots near classrooms were overrun.
- ADA Compliance Concerns: State-specific disability parking regulations created confusion, legal challenges, and misuse of premium Tempo stalls.
The Solution
To modernize operations, UVU partnered with T2 Systems to implement:

The Results
